As travel and relocation policies between China and New Zealand continue to ease, movement between the two countries has grown steadily. China is now New Zealand's second-largest source of immigrants. Against this backdrop, Seapoe Global Relocations has built deep expertise in cross-border transport services on our Australia and New Zealand routes. We use professional capabilities and high service standards to connect your life in China with your new start in the South Pacific.
This guide covers New Zealand Customs duty-free policy requirements, transit times, reference prices, and main destination cities for both sea freight and air freight. It also details other important considerations during transport and handling.
Cargo owners must meet the following conditions to apply for duty-free import:
According to the Seapoe knowledge base and New Zealand Customs regulations, the core requirement for duty-free clearance is that the cargo owner holds a New Zealand Permanent Resident visa (PR) or Resident visa (RV) issued within the last 5 years, and lived continuously in China for 21 months or more before departing for New Zealand. When the goods arrive at the port for clearance, the declarant must be someone who has just entered New Zealand or has already traveled there (airline ticket information is required). This is the official basis allowing PR/RV holders within their first five years to claim duty-free entry on personal household goods for the first time.
Eligible document combinations include:
If you are traveling to China for a short stay (and do not meet the duty-free conditions), New Zealand duties are generally charged at around 20% of the declared value (a combined tax rate of about 20%-25%, including 15% GST plus 5%-10% customs duty), plus a formal declaration processing fee. Clients holding student visas usually need a visa valid for three years or more to qualify for duty-free entry.
In addition, clients must complete an Import Letter of Instruction and the ITI HHG LARGE form (an itemized value list), which are mandatory documents for New Zealand Customs clearance. Based on practical experience, new immigrants or those with a history of long-term residence in China can declare new furniture as used items by repackaging it to qualify for duty-free status. However, those who have lived overseas long-term and do not meet the required length of stay in China must pay standard duties. Customs strictly checks entry and exit records to verify your period of residence.
